Congress (the House and the Senate) by establishing limited terms of office: Two (2) four (4) year terms and out for both chambers. We know the arguments: “It will lead to mediocre legislation…” That would be an improvement! “It takes awhile to learn the ropes…” That’s the very thing we fear the most! If limited terms are good enough for Presidents and Governors who have an infinitely more complex job it is good enough for legislators.
